The Cloud Rider is a deity who flies. He is in the air above the heads of mortal men. According to what we have seen is that the false god Ba'al is laying claim to the title.
But is it so?
First, let us identify who Ba'al is.
Who Is Ba'al?
Ba'al is said to be the offspring of Dagon the deity that the Ninevites worshipped when Jonah went to preach to them. Dagon is Ba'al's father according to Ugaritic tablets.
Through the influence of the Aramaeans, who borrowed the Babylonian pronunciation Bel, the god ultimately became known as the Greek Belos, identified with Zeus.
Baal was the god of fertility, or reproduction/childbirth, as well as the god of rain and storms.
Baal is also the Roman god, Jupiter, the Egyptian sun god Amun-Ra, and the Babylonian storm god Marduk.
Putting It Together
Here are some names that make the devil's claim "seem" reasonable.
Lord of the Flies, or Beelzebub
And if I cast out demons by Beelzebub,
(lord of the flies)
by whom do your sons cast them out?
Therefore they shall be your judges.

The god of Rain and Dew
Elijah confronts the priest of Ba'al, the god who brings rain and due from the clouds by stopping rain for three and one half years. Notice how the exact phrasing is used to identify which god is being addressed?
And Elijah the Tishbite, ... said to Ahab, “As the LORD God of Israel lives, before whom I stand,
there shall not be dew nor rain these years,
except at my word.”
1 Kings 17:1
The Cloud Rider
the god who rides in the clouds with chariots.
I will ascend above the heights of the clouds;
I will be like the most High.
Isaiah 14:14
Prince of the Power of the Air
in which you once walked according to the course of this world,
according to the prince of the power of the air,
the spirit who now works in the sons of disobedience,
Ephesians 2:2
Lucifer is the prince of the power of the air.
Why the Devil is Not the Cloud Rider
But how can Lucifer be the prince in the air when he was cast to the ground?
Because the ground is defined as from the surface of the earth to the bottom of the clouds. Notice that it reaches to the bottom of the clouds, not to the middle or the top of them.
Satan was confined to be under the clouds. Why do you think he was to be lifted up to be above and to ride upon them? Satan wants to be the Cloud Rider; yet he cannot, for he is cast down under them.
The devil's dominion stops at the point where clouds begin.
Why do you think that the space program NASA (Hebrew for "lifted up") has the names of Dragon and Apollo and Saturn? They are all false gods who are cursed to the ground but they want to be lifted up.
Then who is the real Cloud Rider?
